The rapid development of Generative Artificial Intelligence (GenAI) in education offers both opportunities and challenges for learning at the Madrasah Ibtidaiyah (MI) level. Easy access to information and automated content generation through GenAI needs to be accompanied by critical, ethical, and responsible literacy to prevent dependency, information misuse, privacy violations, and declining student independence in thinking. This study aims to analyze the development of GenAI literacy in primary education and formulate an Islamic values-based GenAI literacy model for developing students' digital character in Madrasah Ibtidaiyah. The study employed a Systematic Literature Review (SLR) approach by adapting the PRISMA 2020 guidelines. Relevant literature was searched through academic databases using keywords related to Generative AI literacy, AI literacy, Islamic values, digital character, K–12 education, and primary education. Relevant studies were analyzed through systematic screening, data extraction, thematic categorization, and thematic synthesis. The findings indicate that GenAI literacy encompasses the ability to understand and use GenAI, evaluate AI-generated outputs, recognize technological limitations and risks, and consider ethical aspects and attitudes toward AI. The literature synthesis resulted in four major components of the proposed model: Generative AI Literacy, Islamic Values Integration, Ethical and Critical AI Use, and Digital Character. Islamic values, including shiddiq (honesty), amanah (responsibility), tabayyun (verification), adab (proper conduct), mas'uliyyah (accountability), and ihsan (excellence and benefit), are positioned as moral foundations for guiding GenAI use. The proposed model provides a conceptual framework for developing MI students' digital character as honest, responsible, critical, respectful, safe, and socially beneficial users of GenAI.
